Where it comes from

A higher ratio of milk to espresso than a cappuccino made it a gentler introduction to espresso drinks for people used to milkier coffee.

What cooks argue about

The argument is over milk texture: steaming it to a thick microfoam for latte art, or steaming it looser and pouring it straight in, faster but leaving no pattern on top.
